Capt. Rifkin, a retired Nuclear Submarine Commander, is an ABYC Marine Corrosion and Electrical certification instructor and an ABYC Master Technician. He provides consulting services in these areas and is conducting research on a USCG Safety grant aimed at improving electrical safety in the marina environment.
